What is CISOR?
CISOR is an international advocacy organization representing Reserve Non-commisioned Officers. CISOR is politically and religiously independent and unaffiliated. CISOR represents Non-commisioned Officers and Enlisted personnel in reserve from all national armed forces.
Membership in CISOR
CISOR membership is reserved for national reservist / reserve non-commissioned officers’ associations that have an official status as advocacy organization for national reservists / reserve non-commisioned officers. CISOR membership is open to one organization per country. CISOR membership is open to any nation’s reservist organization that can adapt and follow the membership rules. In 2025 CISOR has 17 member countries and 1 observer country.
CISOR and NATO
CISOR is recognized by NATO as an Advocacy Reservist Organization (ARO) alongside the Interallied Confederation of Reserve Officers (CIOR) and the Interallied Confederation of Medical Reserve Officers (CIOMR). CISOR is a close partner with NATO and cooperates with the Nato Committee on Reserves (NCR). CISOR members can be NATO members or non-NATO members. CISOR recognizes full membership to all sovereign countries, also non-NATO members.
CISOR leadership and representation
CISOR has bi-annually rotating presidencies among member countries. CISOR has two permanent Commissions: Training & Regulation and Exercises & Competitions. The Presidency of CISOR 2024-2026 is in Finland.

CISOR membership is open to nationally recognized reservist/reserve non-commissioned officers’ advocacy organizations. Please notice that CISOR membership is not open to individuals.
