2. OBJECTIVES
In concert with the civil and military authorities, CISOR participates in the construction of a system of defense that will safeguard freedom.
The fundamental aim of CISOR is to guarantee Non-Commissioned Officers (NCO) position while gratifying their merits.
- CISOR encourages the improvement of military theory and practice of all its members in order to maintain and durably develop the spirit of defense and security.
- CISOR contributes to the maintenance of traditional values by regularly honoring the memory of those who have sacrificed their lives in defending these values
- CISOR would use it knowledge relating to reserve forces in each member country to make improvements or innovations in the organization, administration, training and social situation of the reserve forces and mainly for NCO’s reserve.
- CISOR is open to any relationships and/or collaboration with other inter-allied or international organizations.
CISOR puts into use all the means at its disposal to disseminate a positive image of the reserve non-commissioned officer. Notably, it can decide to publish books, periodicals, films, electronic material etc., designed to inform the public.
In addition and in accordance with the methods stipulated in the internal regulations, CISOR organizes each year on an alternating basis the following events:
- A congress of prestige allowing for friendly exchange between the member national associations that make up CISOR; this is held on even years.
- Military Days organized in the form of competitions, designed to develop the military and sports knowledge of its members; these are held on odd years.
This alternate planning between Congress and Military Days might be adapted should extraordinary circumstances prevail. In this case, it shall be discussed and approved by the Central Committee.
As often as possible, the national associations will invite each other to their congresses, competitions, exchange meetings, etc.
3. NEUTRALITY
CISOR forbids in the most absolute sense the taking of positions relative to political, religious or personal issues.
In parallel, its members forbid any criticism or polemic regarding the governmental or military authorities of any of the member nations.
4. COMPOSITION OF CISOR
CISOR is composed of associations or similar body of official representatives of reserve non-commissioned officers from each of the member nations (hereafter “association”) with the strict rule that only one association of the country reservists per nation is allowed membership.
These associations must be accredited by the Central Committee and must conform to the present statutes and internal regulations.
To become accredited, an association must be national in vocation and must pursue within its host country the same objectives as those pursued by the associations that are already members and which are stipulated in Article 2 of the present statutes.
An individual membership cannot be accepted.
Each member association is constituted in accordance with the laws in application in its country; it will provide to the CISOR Central Committee a copy of its statutes and its internal regulations.
Each association will provide to the Central Committee via the Commission on legal affairs and protocol a certificate of accreditation from the minister of defense or the head of the armed forces on the association’s quality as a representative in his country.
